Testing spreadsheet for the plan functionality from today with completed
tasks and those that still need fixing.

It does not yet include tests for exporting plans and importing them,
i.e. as part of a personal portfolio.

  Plans plugin extension and new submissions plugin

Bug description:
  Extend Mahara with new Plans plugin features and a new plugin module
  called Submissions, which increases significantly the UX of the
  submission handling for group admins and tutors.

  The combination of both plugins provides new workflows regarding to
  assessment scenarios and plan management for all users.
