  New submission functionality

Status in Mahara:
  In Progress

Bug description:
  New plugin module called Submissions, which increases significantly
  the UX of the submission handling for group admins and tutors.

  The combination of both plugins (Plans in
  https://bugs.launchpad.net/mahara/+bug/1837999 ) provides new
  workflows regarding to assessment scenarios and plan management for
  all users.

  Separating them a bit in case we can't merge them both for 19.10.
