  Library upgrade: popper to 1.15.0

  Related to: https://bugs.launchpad.net/mahara/+bug/1827291

  This library is in ./htdocs/lib/popper/, but since it is js, it probably should be moved to 
  ./htdocs/js/popper

  It's not noted which version we are running currently, but it's not
  the most recent one.

  Updated version of the min.js file we are using:
  https://unpkg.com/browse/popper.js@1.15.0/dist/umd/popper.min.js
