Bug 1844073: Make GDPR statements and agreeing on them clearer
- put consent button in own div so it always displays
- add description as info text underneath the button
- change wording/ styling on modal buttons
- Added in newline for accountsuspended string as it wouldn't ignore the <br /> tag
- change name of confirm-no-button to suspend-account-btn for clarity

Make GDPR statements and agreeing on them clearer

Bug description:
Currently, the GDPR statements are auto-expanded when registering or
when the statements have changed. Since there can be a lot of text,
people often overlook to agree to the first statement.
We kept the "Agree" buttons with each statement to make it clear on
what people are agreeing. We are also not linking off to another page
so that people are more inclined to read what's on the page.
However, over the last year, people who had been registered on
mahara.org and needed to review the statements have frequently not
agreed to both the site privacy and terms and conditions. Thus, we'll
need to adjust how these and the institution agreements (if present)
are displayed.
The idea is to have one panel for each statement with the text auto-
collapsed and the "Agree" button button shown at all times so people
can see quickly what they will need to review.
On the second page, a small change to the buttons is also done to say
"Suspend account" and "Cancel" rather than the "Yes" / "No" we have
right now.
