  Create skin landing page not set to General tab

Bug description:
  Description: When user returns to the Create Skin functionality within a session, the General
  tab is not loaded by default - it loads the tab that was last Saved by the user.  The Create
  skin functionality should not be sticky.

  Mahara Environment: master and demo
  Browser/s tested: Firefox and Chrome
  Theme used: Default

  **PRECONDITIONS:

  1. Two non-admin users are present for use.
  2. The browser caches have each been cleared.

  **TEST STEPS:

  Step 1: Using Chrome, log in to Mahara with User1
  Step 2: Select Create --> Skins then select the '+ Create skin' button
  Expected result2: The Create skin 'General' tab is displayed
  Actual result2: As expected ✔
  Step 3: Enter a Skin title then select the 'Background' tab
  Step 4: Select a background colour then select the 'Save' button
  Expected result4: The new skin will be saved and available for editing on the Skins page
  Actual result4: As expected ✔
  Step 5: Select the '+ Create skin button' (again)
  Expected result5: The Create skin 'General' tab is displayed
  Actual result5: The 'Background' tab is displayed ✘ (attached screen shot)

  Step 7: Select Create --> Skins then select the '+ Create skin' button
