Bug 1844745 Block content overlaps content chooser in mobile view

Fix gives z-index to the content chooser so it float over the
content, and when collapsed it will sticky float to the left of
the window.

  Block content overlaps content chooser in mobile view

Status in Mahara:
  Fix Committed

Bug description:
  In Mahara 19.04, the blocks overlap the content chooser when in
  smartphone / mobile view.

  When the content chooser sits atop the blocks due to the width of the
  screen and you scroll the blocks up, then they are layered on top of
  the content chooser (see screenshot).

  No fix for master needed as we are getting rid of that content chooser
  in 19.10.
