Bug 1840565: Add short instructions on placeholder admin page

- add help text file pages/admin/blocktype.html
- update SECTION_PLUGINTYPE, SECTION_PLUGINNAME and SECTION_PAGE
so the help text for 'blocktype' plugin will be found
and the help icon will display near title
- made the description/instructions only show for the plugintype
blocktype page

Bug description:
  For upcoming Mahara 19.10: The placeholder admin page at Admin menu ->
  Extensions -> Plugin administration -> Blocktype configure icon
  /admin/extensions/plugintypeconfig.php?plugintype=blocktype needs a
  brief description for what admins can do on that page:

  Move individual blocks to change the order in which they appear in the
  placeholder block that is put on a page. The numbers indicate how many
  times a specific block type is already in use on the site.

  More information can go into a help file displayed via a help icon:

  All block types that are possible to use on the site are displayed.
  You can change their order by dragging and dropping them. The order
  will be changed for everyone on the site.

  By changing the order you can highlight often used block types or
  encourage people to add lesser used ones as they are higher up.

  Per default, up to 4 block types are displayed when adding the
  placeholder block to a page. These are the most important ones. The
  other blocks are made visible by clicking the "Show more" button in
  the block configuration.

  The numbers in each block type on this page indicate how many times a
  particular block type is already in use. Note that some block types
  are placed on every dashboard, profile, or group homepage. These
  numbers may then be higher due to being on everyone's page or every
  group homepage.
