- call the enableCheckBoxes() when all blocks have been loaded
and not on page load

  Plans are no longer able to be check marked

Status in Mahara:
  Fix Committed

Bug description:
  1. Create a plan and add some tasks making sure the 'completed' toggle is set to 'no
  2. add the plan block to a page
  3. display the page and try to interact with the plans' check boxes
  expected results:
  User can click on the check box to tick it/ untick it
  actual results:
  The checkbox does not change at all and remains a blank checkbox.

  database: mysql, postgres
  OS: Ubuntu 18.04.3
  Browser: Firefox 69.0.1, Chrome 76.0.3809.100
