For the second issue: Normally, we change the chevron depending on
whether you are opening or closing a panel. This used to work the same
in TinyMCE, but the new version doesn't change the icon anymore. It just
highlights it thus giving less information and also doesn't indicate
that there is movement.

  TinyMCE issues - block border line/s missing and control open/shut

Bug description:
  - Code: 19.10_STABLE
  - Browser tested: Chrome and Firefox
  - Theme: Raw

  Preconditions:

  1. An existing person (Person A) is logged in and their browser zoom
  is at 100%

  Test steps: (repeat for each browser)

  1. Person A is logged in and navigates to their Résumé Goals and skills page.
  2. Person A zooms their browser in to 90% then 80%.
  Please see attachement prefixed with SS1 (Chrome) - block border line/s are missing.  ✘
  Note1: this does NOT happen in Firefox.

  3. Person A (with browser still at 80% zoom) navigates to a page and selects to edit the page settings.
  Please see attachment prefixes with SS2 (Chrome) - the TinyMCE open/shut control is missing one of its open/shut icons.
  Note2: this DOES also happen in Firefox.
