在https://demo.mahara.org站点的评论组件提交中文字符内容也是显示为乱码，说明Mahara的代码肯定存在问题，与其部署方式和采用的浏览器等没有关系。;

Bug description:
  自Mahara
  18.04.04/18.10.1/19.04.0起，无论在什么操作系统平台上安装Mahara，无论是采用Mysql还是Postgres作为数据库，评论组件（comment
  artefact)提交的内容中如果包含中文字符（双字节字符），内容被提交到数据库后保存在artefact数据表中就乱码了，因此无论采用什么浏览器查看已发布的评论，那些中文字符（双字节字符）就显示为乱码了。
