Bug 1847005: More skin font options for new header

- clean up emphasized text color as no longer necessary
- make colors consistent across the page header and underline links
- change text "highlighted" to "focussed" for link color
- update lang strings

  More skin font options for new header

Status in Mahara:

Bug description:
  With Mahara 19.10, we added the possibility to change the color of the
  header background or add a background image.

  That now means that the header font colour needs to be considered
  separately from the block heading colour.

  Therefore, the "Text" tab should have the following options, which are
  grouped in sections (own panels?) so that they are easier to find.
  Nothing changes on the options available. They stay the same:

  Header:

  - Font for page heading (note: In the help text, note that other elements receive the font chosen for content)
  - Text colour (which goes for page heading, description, any links to profile and tags (and in the description), and collection titles); note: when you hover over a link, it should always be underlined in the header area

  Block heading:

  - Font
  - Text colour

  Content (note: that is anything else influenced by the skin):

  - Font
  - Font size
  - Text colour
  - Emphasized text colour
  - Normal link colour
  - Underline link
  - Focussed link colour [instead of "highlighted link colour"]
  - Underline link
