Bug #1849586 gap between header and site messages when zoomed in

Put in a min-height of 33px which is the calculation for the placement
of the header when it has site messages.

  Chrome - gap between Logo-menu bar and system messages when zoomed in
  75% and less

Bug description:

  - Browsers tested: Chrome and Firefox
  - Theme: Primary School

  Preconditions:

  1. An existing person (Person A) is logged in (via Chrome at 100% zoom) to a site using the Primary School theme.
  2. Person A has a largish and very colourful image in the News area of their dashboard page.

  Test steps:

  1. Person A navigates to their dashboard page (browser is at 100% i.e. no zoom in or out).  ✔  User can scroll down and back up the page and the page presentation is correct.
  2. Person A adjusts their browser zoom down to 90% (ie one CTRL- action).  ✘  When user scrolls down the dashboard page to the bottom, a gap between the logo-menu bar and the system messages at page top is accentuated (see attachment).  The gap is still present at lower zoom settings too.
  Note: Zooming the browser on this page in the Firefox browser does NOT result in any gap at any setting.
