Title:
  Skins index page menu tabs overlap the filter when viewing in language
  with long names

Bug description:
  For example viewing in German

  Would be better if the 'Create skin' was visible but the import/export
  options were under a '...' more options drop down.

  Like what we do on Admin -> Institutions page
