  This bug was discovered when regression testing the fix for

- Preconditions:
- 
- 1. PersonA has at least one page (new or existing) that has a text block
- with several paragraphs of text in it (when displayed, the viewer needs
- to scroll down the page to view all of the text).
- 
  Test steps:
  
- 1. PersonA is logged in and selects to edit their page's text block --> place an anchor at the very bottom of the text then scroll back up the text to near (but not at) the top and create a link to the anchor.  Save the changes.
- 2. PersonA selects to view the page then selects the link --> the page content should scroll down to the anchor  ✘
- 
- Actual result: please see attached screenshot - 'nothing' happens.

+ Expected result: The content is scrolled automatically to the anchor and the text that is anchored displayed right below the navigation and logo bar (and not hidden by it).
