Is it correct now on demo.mahara.org ? The site has been upgraded to
19.10.0.

Mahara 18.04 is out of support now and won't receive any fixes.

It will need to be checked if the latest updates to 18.10 and 19.04 are
still problematic.

  18.04.04/18.10.1/19.04.0起，无论在什么操作系统平台上安装Mahara，无论是采用Mysql还是Postgres作为数据库，评论组件（comment
  artefact)提交的内容中如果包含中文字符（双字节字符），内容被提交到数据库后保存在artefact数据表中就乱码了，因此无论采用什么浏览器查看已发布的评论，那些中文字符（双字节字符）就显示为乱码了。
