Title:
  Can't get to site's contacts page from profile page

Bug description:
  In bug 1840713 we introduced the contacts page for site admin and
  staff. Currently, you need to know to add "mahara" at the end of a
  contacts page URL that you get when you go to an institution's contact
  page to get to it.

  The following should be done to make this page accessible:

  1. When there is a site administrator / site staff, mention "Site
  administrator" / "Site staff" on the profile page of the person as the
  first item in the line where we list institution membership. They may
  also be a member in an institution or an institution admin.

  2. Link "Site administrator" / "Site staff" to the contacts page for
  the site.

  3. On Admin menu -> Institutions -> Settings link "No institution" to
  the contacts page as we do for the normal institutions.
