Public bug reported:

In earlier versions of Mahara the signoff block didn't display content
within itself but instead displayed the content at the top right just
below the heading.

But in Mahara 19.10 the heading was altered and the sign-off block
doesn't display it's content there any more. Now it displays it's
content within the block itself

We should allow the signoff block to mimic what it used to do as much as
we can by:

1) forcing it to not show a title on display mode
2) forcing it to initially add the block to the top right of a page
3) force the existing signoff blocks to be moved to the top right on upgrade
4) update the description when in edit mode to reflect what the block actually does
