Bug 1856759: gridstack: change js code not supported in IE11

Gridstack not initialising: the process of translating a page
from old layout into gristack was interrupted by js errors

Bug description:
  There are 3 issues we need to fix for IE11

  1) The footer rises up and overlaps content - is a problem with flex class attribute
  2) The tinymce editor complains about 'tooltoggle' not working
  3) Gridstack not initialising
