Title:
  Not show the change password required heading when auth method doesn't
  allow this

Status in Mahara:
  Fix Committed

Bug description:
  When there are mandatory fields set and a user doesn't not have them
  all set they get a screen on login where they can fill in the missing
  options.

  If they are logging in via a non-internal auth method that doesn't
  allow password change, eg SAML, but the passwordchange value was set
  to 1 in the database they see a heading about password change.

  This needs to be fixed.
