Bug 1855333: Create admin section for custom group default settings

Allow the default settings for a new group to be
different to the code's default settings. The site
administrator can make these changes in the admin
section for groups. Any new group created will have
these settings unless the role doesn't allow for
their use. Then the default value will be used.

  Create groups with a pre-defined set of settings different to the
  default options

Status in Mahara:
  In Progress

Bug description:
  When a user makes a group the configuration form is set to specific
  default options.

  But it would be good if we could set up a different default options
  for the site to better suit the way Mahara will be used
