[Bug 1866781] [NEW] Display config.php values in 'Site options'

 

Public bug reported:

Some config.php options carry through to the 'Site options' screen, e.g.
when they overwrite the settings there. For example, if the path to
ClamAV is set in the config.php file, the path is displayed in the
'Security settings'. This is useful as a site admin can see what is set.

However, this is not the case with many other config.php variables that
have been set or those that could be set. It would be good to make the
existing settings and potential settings more easily accessible as many
site administrators wouldn't even know about them.

We do need to be careful though so as not to divulge too much
information that needs to be kept confidential. For example the
urlsecret and the value set for passwordmailsalt should not be
displayed. Instead, only something like 'Set' should be displayed.

the idea is to add another panel at the bottom of the existing ones in
which to display these config.php variables in one place.
