  Update adodb to version 5.21.0 (due 31/1/2020)

Status in Mahara:
  Confirmed

Bug description:
  Adodb requires some changes to work with PHP 7.4. The January 31 2020
  release includes fixes for all of the current issues:
  https://github.com/ADOdb/ADOdb/milestone/2

  We should update our version when it is released.
  We are currently on 5.20.14.
