Public bug reported:

External examiners review student work after the grading has been done.
Therefore, unlocking a portfolio after a grade has been given is not
sufficient because  that will be before the examiner will have had time
to review the work.

It would be good to allow for locking portfolios until a particular date
in both Mahara for group submissions and via the LTI integration so it
also works in the LMS. For the basic LTI integration, the date would
need to be noted on the Mahara screen. In the upcoming Mahara assignment
submission plugin via web services for Moodle, the setting could be in
the Moodle assignment.
