  tagged posts blocktype broken when diplaying a view

Bug description:
  The html for the tagged blog posts block is broken and the page is not
  displayed correctly for old layout views.

  To test:

  - have a Mahara site 19.04
  - add entries to the journal and add tags on them
  - create a view and add a couple of tagged post blocks, the first one in column 1 of the row 1 and the second in column 2 of row one
  - upgrade to 19.10 and display the view (don't translate to new gridstack layout)
  expected result:
  the blocks are displayed on the same row
  actual result:
  the blocks are displayed one on top of the other
