Bug 1857401 Consolidating list-group outer-links in theme

Taking out a bunch of outer-links when there are secondary inner-links
within. Aligned the format of attachment files so that they are
consistent.

  Evonne is reviewing our style elements and variables in the themes to
  make them more consistent, removing a lot of elements that are not
  needed anymore to overall make theming easier for designers and front-
  end developers.
