There is already a first version of this idea available at
https://reviews.mahara.org/#/c/8650/ but it needs more work before it
can be considered for core.

Idea: Run it as custom code for a while and then see if people need it / want it and then go through all the different test cases:
- without isolated institutions
- without isolated institutions on multi-tenanted site
- without isolated institutions on multi-tenanted site and portfolio authors being in multiple institutions
- without isolated institutions on multi-tenanted site with moderators in multiple institutions 
- with isolated institutions
- with isolated institutions and own groups only
etc.

Title:
  Portfolio sharing moderation

Status in Mahara:
  Triaged

Bug description:
  If a user shares a portfolio to the public, all registered users, all
  users in their institution, secret URL or to another group that they
  are not a member of, this will only be shared once it has been
  approved by a staff member or an institution admin.

  The primary use case for this requested feature is to allow
  institution staff and admins to check for copyright of material that
  is to be shared by regular users.
