Title:
  Footer help link to manual is incorrect during rc release

Status in Mahara:
  Fix Committed

Bug description:
  It want to link to the not yet created section of the manual

  eg if on master (20.10dev) - it tries to link to 20.04 manual but if
  only 20.04rc1 exists then the manual section for 20.04 will not yet
  exist.

  So best to have the manual link go to the latest _RELEASE version when
  on master (or 20.04_STABLE)
