Bug 1870256: Allow files have the title of the file path

and correct name of the file:
- pdf block
- folder block

Title:
  Path to file listed in pdf export is not correct

Status in Mahara:
  Fix Committed

Bug description:
  With the new export to PDF option some blocks will render the path to
  the related artefact file rather than trying to display the file
  itself, for example the pdf bock.

  Or they will show the name and path to the file rather than a link to
  the file, eg folder block
