Title:
  Profile picture settings page needs its own form_id

Status in Mahara:
  Fix Released

Bug description:
  The profile picture settings page /artefact/file/profileicons.php
  needs a new "form_id" so that its content can go across the entire
  available width rather than being cut off beforehand on mobile. We do
  not have the side buttons to edit and view the page, etc. and thus
  don't need to reserve space for them.
