Bug 1875995 Tidy up variables and typos

Replacing things like border-widths border-color with bootstrap variables,
reducing the need to change values in multiple places. Introducing some new
custom variables for the same reason.

Replaced loading spinner with variable of the nav toggle color, so it works
across all themes.

Small typos here and there that have # instead of $.
