[Bug 1883460] [NEW] Copy all linked collections when 'Navigation' block is used

Public bug reported:

When the navigation block is placed onto a portfolio page, you can
select which collection to display. If you create a template for
students to copy, the linked navigation block does not automatically
update to reflect that it should now point to a copied collection.

So for example:

1. Institution A sets up a page as table of contents for a series of portfolios and links those portfolios into the page via the navigation blocks.
2. Students copy all portfolios but then have to relink all the navigation blocks as they still point to the original collections on the institution site.

The possible idea is:

When the overview page / collection is copied, have the option to copy
all linked collections along. In this case, Mahara would recognise that
the portfolio contains one or more instances of the 'Navigation' block.
That would immediately copy all linked collections and update the
'Navigation' block on the pages where it sits to point to these newly
created collections and their respective pages.
