[Bug 1890518] Re: Date Picker not working for Admin on first select of "Users have logged in since"

This follows on from bug# 1876625
There is still a bug when the user first selects the "Users have logged
in since". It does not filter the users based on the default date that
first appears (i.e. 6/8/2020 12:00 AM).
The user must change the date to something else, then change back to the
default date (6/8/2020 12:00 AM). It then filters the users.
The same issue for "Users have not logged in since" selection.

To reproduce:
1. Login as admin
2. Go to Admin > Users > User search
3. Click Advanced options
4. Select 'Users have logged in since'
Expected result:
The screen should filter based on the default date.
What happens:
The filter returns 0 users.
You have to:
- - Select a date other than today (this filters)
- - Select a today at midnight (which is the default) - then, it applies the filter.
