Title:
  Sign-off block icons obscurred by Group Submission option

Bug description:
  When you add in a "Sign-off" block and then choose to sign it off, it
  re-displays with an information icon to give the option to display a
  pop-up containing the sign off details.  If the page has the option to
  submit the page to a group, a group submission form will also display.
  Currently, the group submission form is obscuring the sign-off block's
  information icon.  The button is still interactive.

  To reproduce:
  Have a group allowing submissions and sign in with a member of the group.
  1. create a page and display it and see that the group submission form appears
  2. create a sign-off block and display page and see that it displays clearly
  3. sign off the block and check its display again
  Expected results:
  The block with all its icons display clearly
  Actual results:
  The block displays but it's information icon is obscured by the group submission form (see screen shot)
