  Behat: Check institution tags cannot be edited by members

Bug description:
  Automating manual test. The following is copied from the spreadsheet:

  Institution tags cannot be edited by institution members.

  A test for this can be added to: settings/institution_tags.feature. We already have the following scenario:
  Scenario: Mahara member can use Institution tags in their content (ln 45 ish)
  After the tag has been saved, we need to go to Pages and Collections -> Tags and confirm the inst tag is not displayed after clicking Edit Tags.
