Title:
  block header dissapearing when block is collapsed

Bug description:
  This is happening due to the fixes we added on view layouts for extra
  spacing (Bug 1883471)

  On branches 20.04, 19.10
  It doesn't affect master (20.10) since it was fixed as part of another patch

  To replicate
  - Add a text block to a page
  - Set title: 'A block title', content: 'Some text' and set retractable = 'Yes'
  - Display the page
  - Collapse the block

  Expected result: The content text 'Some text' is hidden and the header with text 'A block title' is visible
  Actual result: both content and header is gone, the page needs to be refreshed to see the block again
