Title:
  Have course info block not active on install

Status in Mahara:
  Fix Committed

Bug description:
  As the course info block has quite specialised functionality it makes
  most sense to have it disabled on install of a new site.

  Also we should have the block appear last on the Admin -> Extensions
  -> block sorting page and on placeholder block selection when it is
  active
