Title:
  Deleting client connection broken

Status in Mahara:
  Fix Committed

Bug description:
  This is because we now have a new client_connection_config table
  foreign keyed to client_connection_institution table and we don't
  delete rows in config table on delete

  Need the delete part to delete both parts of the info
