  Rename 'lock blocks' to 'Prevent removing of blocks'

Bug description:
  'Lock blocks' on the page settings page suggests that you can lock
  blocks into place whereas you can only not remove them. This should be
  changed to better reflect that it is the removing of blocks that is
  concerned.
