Bug 1901436: Custom theme inpage nav active link background constrast

Adding a grey border to the active link in the arrow-bar nav (inbox
or groups navigation) where the white background of the link is hard
to see on the light grey bar but at the same time can't darken the
grey bar due to normal links needing constrast too.
