Title:
  Extra whitespace in the default Upload Agreement for File plugin

Status in Mahara:
  In Progress

Bug description:
  There is unnecessary white space formatting for the 'Default
  agreement' in 'Plugin administration: artefact: file: file' in the
  'Upload agreement' section, see attached screenshot.

  To replicate:
  1. Log into Mahara site as an Admin account
  2. Navigate to Administration menu -> Extensions -> Plugin administration -> File -> Configuration for artefact file (wrench)
  3. Expand the 'Upload agreement' section and observe the elements
  Expected:
  All elements have a uniform styling and formatting
  Actual:
  There is extra white space between the label 'Default agreement' and the description 'Yes: The file...' which also appears on the same line.
