[Bug 1915983] [NEW] Upgrade elastic search from v6.1.0 to v7.11.0

There are several breaking changes going up from our current version of 6.1.0.
One, in particular, adds support for PHP 7.4, the latest supports PHP 8

I'm not sure to which point we should upgrade to, but moving from v6.1.0
 would be a good starting point.
Looks like Bug #1840101 has started looking into this to get to v7.5
