The Patch I just uploaded addresses the second part of the issue, and enables the 'Suspend/delete this account button' for institutional administrators. 
I will try to replicate the first part of the issue and create a patch.

Title:
  Institution admin doesn't see masquerading option on profile and
  suspension / deletion on account settings page

Status in Mahara:

Bug description:
  Institution administrators can masquerade as another person and can
  also suspend and delete accounts. However, it looks like we lost the
  links for institution admins to perform those actions recently but
  need them back. :-)

  To replicate:

  1. Create an institution.
  2. Add 3 accounts to the institution.
  3. Make one of those accounts an institution admin.
  4. Log in properly as the institution admin.
  5. Go to the profile page of one of the institution member accounts.

  Result:
  - Expected: You see the 'Masquerading' icon at the right hand side.
  - Actual: The icon is not there.

  6. Go to the account settings page of the institution member (via
  Admin menu -> People -> People search -> click the username).

  Result:
  - Expected: You should see the 'Suspend / delete this account' on the right hand side below 'Log in as this person'.
  - Actual result: The link is not there.

  You can perform this action though on the 'People search' page in the
  admin area by ticking the account and clicking 'Edit selected
  accounts'.
