[Bug 1916100] [NEW] Upgrade CLI script should include start and finish time

Public bug reported:

The upgrade CLI script should include start and finish time. Robert can
show a local CLI script that includes those two lines, which makes it
easier to know how long processes took.

A good way would be to adjust CLI itself to at least put the start time
into the file so that all CLI processes can have that included. It might
be a bit trickier to put the end date in globally.
