When a portfolio is locked by a review statement, manage access is not
possible via 'More options'

Bug description:
When a portfolio has a 'Portfolio review' statement that locks the
portfolio, the 'Manage access' link disappears from the 'More options'
menu on the pages (except for SmartEvidence) when it should stay.
Removing the access option was a customisation.
How to replicate:
1. Activate 'Portfolio completion' in an institution.
2. Set up an institution template that contains a 'Portfolio review' block on the portfolio completion page and locks the portfolio.
3. Copy the portfolio into an account.
4. As the account holder, give a reviewer access.
5. As reviewer log in and approve the statement that locks the portfolio.
6. Log in as portfolio author again.
Results:
- Expected: I can see 'Manage access' in the 'More options' menu on each page in the portfolio.
- Actual: Only the SmartEvidence page retained 'Manage access'.
