Title:
  Make password instructions more explicit

Bug description:
  Change password-creation instructions so that they explicitly mention
  the characters a portfolio owner can include, e.g. "... upper-case
  [A-Z], ... lower-case [a-z], ... numerals [0-9] and symbols [!, @, #,
  $, %, &, (, ), ?]."

  This is to make the process of creating a password easier for the
  portfolio owner.
