Bug description:
  When you edit a page in Mahara and click the 'Help' link in the page
  footer, you are taken to
  manual.mahara.org/en/20.10/portfolio/page_editor.html, which does not
  exist any more. The link needs to be updated.

  This is an issue for Mahara 20.04+.
