Title:
  Series version is incorrect in Mahara 21.04

Status in Mahara:
  In Progress

Bug description:
  The 'Series' version in the file /lib/version.php says it's 21.10 when
  it should be 21.04.

  A database upgrade is necessary besides changing the number in that
  file.

  To test:

  The 'Help' link goes to the 21.04 Mahara manual instead of the 21.10
  one.
