  Maroon theme doesn't display action buttons on 'Portfolio completion'
  and 'SmartEvidence' pages

Bug description:
  The Maroon theme does not display the 'Edit' and 'More options'
  buttons on the 'Portfolio completion' page and doesn't display the
  'More options' button the 'SmartEvidence' page.

  To replicate:

  1. Create an institution and allow SmartEvidence and portfolio completion.
  2. Create 2 institution pages.
  3. Add these 2 pages to a collection that includes both SmartEvidence and the portfolio completion.
  4. View the collection. 

  Expected result: The portfolio completion page displays the 'Edit' and
  'More options' buttons, and the SmartEvidence page has the 'More
  options' button.

  Actual result: None of the buttons are displayed.
