  Allow people suspended by cron to have a generic suspension message

Status in Mahara:
  In Progress

Bug description:
  Have a message that indicates they were suspended via cron.

  Currently the first site admin is used as the person who does the
  suspension but this is not actually correct and can cause some
  confusion.
