Public bug reported:

Currently, we store data for artefacts, e.g. text blocks and others, as
serialised data. That makes it very difficult to update and an upgrade
step is always needed. Now that we don't support MySQL 5.6 any more, we
can switch to storing the data as JSON because MySQL 5.7+ and Postgres
support that.
